The reason why it's not "affordable" to everyday people in North America is because labour is not cheap in North America. The cheapest thing in China is human labour. How much do you think these girls get paid to provide this service, if the service costs 159 RMB (25 USD) to the customer? It's not so much because of American culture, but rather that you just can't, and shouldn't pay people under minimum wage for a service like this, and rightly so. The cost of living is just drastically different in North America and in China. You really shouldn't draw parallels here.

I live in alabama and there are two massage parlors within a 30 minutes from me and another 3 within a hour of me with a price point of anywhere from 25 to 250 or more depending on time and services

Fancy salons will do this as part of your cut and they will have an option of just a head massage. Some will even do an hand and arm massage. TheAveda Institute (hair dressing scool) does this if you have one near by and you don't have to have a student do it but it will be cheaper
