It does, each tier of car has a different base level. If you buy the season pass each season it also gives you additional fuel for the duration of the season

You can just not the same car for that long, unless you watch adds to reduce the wait time to refuel. By having a wide range of cars in your garage means you can swap which car you drive and play for longer
