Electrocute is nerfed, not Ahri's rune anymore ever since Abyssal and Protobelt were nerfed in S6 and S7. Before Electrocute, back when she was on the PBE in November of 2011 and December of 2011, month of her launch, most players didn't know how to play with Ahri, but they played her mostly with the Evelynn Katarina Akali build, they used the same runes,itens,masteries etc. Eventually Riot decided in January of 2012 to fix Ahri's high AP scales, resulting in her nerfs which were permanent. She has only has received heavy nerfs on her AP Build ever since 2012. Problem: Akali and Evelynn were extremelly unbalanced, so the balance team decided to deactivate the itens and nerfed many champions for the end of Season 2. Ahri lost her full AP build in that year, only being played full AP with the broken itens, Abyssal Scepter, until "Scarra", made Riot nerf the item again because of Soraka being played in the Midlane as a Mage with the item/other AP itens. Abyssal Scepter continued to be broken until S6, only Full AP build available, If the player wanted to go only magic damage. You could still play with Electrocute regardless, but there were many different runes and build-paths, and they still exist today. AP Ahri was heavily nerfed in S5 when Spring was changing patches to the end of Spring Season. Ludens and Ekko launched right after that period, Ahri lost her Full AP scales and build ever since these periods mentioned.
