Fun fact: in July 2013, some dude in Virginia actually had...certain images of children on his computer and got hit with a Ransomware claiming the FBI had warrants for him. He turned himself in to the local authorities, who had no idea what he was talking about until they seized his computer and discovered the contents of his HDD.

A fun fact: I just get a Hungarian version of this Ransomware, with the Budapesti Rendőrfőkapitányság's logo (Yeah, aka: BRFK). A simple way to get rid of it: Press: CTRL+ALT+DELETE, then Log off then download and install Malwarebytes, then go through the scan process, and remove every shit that MBAM found.

I got one of these fake "FBI" things on my user account a few years ago. I knew it was bs, but I think I was really able to get rid of it just by doing a scan from a different user account since it only affected mine. Pretty fail program lol
You can actually glitch through these by logging off and logging on repeatedly, I was then able to crash explorer then run task manager and then able to run command prompt.
My brother got the Metropolitan Police (UK) one. He phoned me up in a panic so i told him its real and he should wait for the police to arrive. Now this was at night when it happened so i drove over to his and started banging on his door shouting this is the police lol. Removed it for him and told him he was a dumb ass.

I wonder if some of these ransomwares can't handle the computer being booted up with an OS other than Windows. I had a rogue on my old Vista that all but crippled the computer (no Task Manager, web browsers, regedit, only a few IM programs) and I tried to install Ubuntu so I could access the files for the rogue and delete them. Well the installation for Ubuntu went funky somehow (can't remember the specifics now) and things got wonky enough that Windows basically said "Hold up you're going to need to do a system restore here". I did that, and afterwards booted up and suddenly I had Task Manager again. I think the rogue still tried to run, but I shut it down and deleted all of its files. So I don't know, it might be worth looking into if rogues and ransomware are so specialized for Windows that booting up with a Linux OS cripples them.
Well yeah. The malware can't do a whole lot if Windows isn't running. But hell, one time I managed to disable one of those things by opening regedit and deleting crap- which was kinda impressive, 'cos I was about 12 at the time :P
I see what you mean. No, that shouldn't be possible. Just starting up into another OS isn't going to do jack squat; a program that isn't executing can't screw itself up. But then again, many experienced software engineers will tell you that if something should be impossible, that's probably what's happening. :P
