Vlitra is actually spelled Vritra. In Hindu Mythology, Vritra was a demonic being who stole all clouds from the skies, which caused rains to cease and a great drought on Earth. This caused the Lord of the Skies, a god called Indra, to ask several saints to make a weapon for him to go to war. The oldest of the sages sacrificed his physical body so that his spine could be used to make the weapon, which they call "Vajra" - the Sanskrit word for Lightning Bolt. Armed with this, Indra destroyed Vritra and released the clouds. I think the creators of the game mistook the proper name to be Vlitra on account of how the Japanese language doesn't spell words using "L". Or maybe it was changed intentionally because of how the name rhymes partly with the term "obliterate
