The HGI containers are different because they are two different container constructions. One is an all steel container. The other is a aluminum and steel configuration more in line with a van trailer. The second type is lighter, probably cheaper, and most likely not rated for shipping by sea.
It would be eally cool if someone made a radio controlled HO Scale MiJack crane that can load and unload truck trailers on piggyback flat cars and containers on intermodal well cars.... Does anyone out there know of a company who manufactures a intermodal crane that comes close?

Looks good! Now you just need another set of 53' or 57' spine cars for those chassis. As for the containers being different, the Athearn HUBG are an older design from the late 1990's (that do still occasionally pop up these days) while the S.T. one is a more modern design.
the reason for 2 hazard placards is due to if the container houses a mixed hazard class cargo. there is also some commodities that have a 2 class hazard type so both types need to be applied so if there was ever an incident involving the container, responders would know what class of hazard they are dealing with.
