Yes, it is "the highest level of Tennis possible" for that surface - clay, and don't even try to carry it to other surfaces as well. If we gonna look like that, it's Federer on grass as well and Novak on hard court. So quit looking preferable surface and calling it highest level possible after all. You can't say that what you said, because every surface is story for itself, hope u will understand this. And you can't compare like that. Clay, grass and hard court are all very different. Nadal was nowhere near Roger and Novak on those 2 other surfaces, just like they are nowhere near him on clay. Whereas, the difference on clay is bit higher in his favor, yes. Murray asked right question, which surface. Pick Nadal to save your life on any other surface than clay, and you lose more likely than if you picked Novak or Roger.

Not saying that Rafa couldn't beat them or play decent on that surfaces as well, but on grass and hard court it's Federer and Novak all day. Yet I didn't say Novak and Fed are better than Nadal on clay nor I said oposite. You just can't compare it. If I got asked this question, if I didn't know the surface, I would say Novak - he's most consistant of 3 on all surfaces. As close to a guarantee as there is if the surface is clay, and still no slouch on grass or hard courts. He will never have the record for weeks at number 1, year end championships, etc., but it's due to his absolutely all out, punishing playstyle. It gave him many injuries and issues to prevent him from the same sustained dominance of Djokovic, but just one match in anyone's prime, I have to take Nadal.

All three are amazing, but I think everyone has forgotten how well Federer can control himself during important points because of Wimbledon 2019(and a few more times he shanked match points). AO 2017 last set he was down 2-0, the 3-1 and after that Nadal didn't even win a game. AO 2020 Federer saved 7 match points in the quarter finals while battling a groin injury. His optimism and fighting spirit is not visible, but is felt from how well he has controlled himself many, many times.

For me the most solid all courter among big 3 is Novak but I would chose Rafa simply because when stakes are high and you have to dig dip, there has not been an athlete who turns it on like Rafa does. If the surface was chosen at random, which player would you trust the most? I would say Rafa because of the math and his tenacious. You have 1/3 chance of him playing on clay and pretty much guarantee a win. But he can also dominate on hard courts. So I have a 2/3 chance and just his drive alone is enough. The other two don't have the math in their favor.
