ATS 1.52 Big Map Combo * All DLC and 10 Maps 

I'm afraid it s not possible since mods incorporate latest DLC and use its materials. You can rollback to older versions of game and use old versions of mods.

For ETS2 for sure 1.53 with new germany. 1.52 is the same as 1.50 and 1.51, no new areas. For ATS I'm on 98.5%
