They don't target Civilians, it's all collateral damage caused by Terrorist gorilla tactics . In fact, the IDF calls it's enemies beforehand and let's them know they will attack.
The civilians aren't the target. It impossible to fight an urban war without killing innocents. Plenty of innocents died in recent wars in Yemen, Syria, Sudan... You know... wars that nobody cares about because you can't demonize Israel in those wars.
