The only reason they ever got sonny and bean was because they managed to trap them in trost after eren plugged the hole. They never went on an expedition and found sonny and bean. During episode 16 hange talks about the previous titans they were able to capture. This is probably what started all that.

Having read the manga i can understand why he put her on the tree like that. Now we are season 4 so we know "pure titan" are people but stil no clue why this one was able to talk, to reasoning and be able to resist the urge to eat other human.
