The mugger being called on another person is not lag but another terrible system rockstar put into place, basically that player option menu for picking who to mug is active in the sense that as soon as the game recognizes that a mugger cannot reach a player, it removes the name which moves the whole menu and since there's no are you sure it just gets the wrong person. So yeah another thing rockstar can't do right lol
