Yeah; general idea and technique can be translated to any other software; sure, there are some specific tools and actions used in this tutorial that are unique to 3DS Max, but I'm sure that similar things can be done in all other software.

Regarding your question, thing that you will have to do, since noise maps are procedurally generated, is to bake animated sequence of that noise map, and then use that in UDK. I haven't used UDK, so I don't know if there is any alternative to this (maybe it has something similar build in), so this option with using 3ds max and his procedural maps, to create texture maps is only option that comes in to my mind right now.
