When any technology appears, first products costs very much and they used where it can be profitable. I can't figure out what kind of buiseness may afford to use this line in 1871. Furthermore, it is impossible for telegraph signal to propagate for about 1800 km. Amplifiers definitely were not invented at this time. Haven't you heard the story about Aru island ? If talanted engineer visit two of them, he almost definitely invent new AGC algorythm.
