You cannot defoge from outside. You can only defoge from inside by using the button given on ac panel. For outside fog, you have to use wipers all the time OR give your car some time when the temperature of the car becomes normal the heat will not come that much on the Windscreen, thus making it clearly visible.
First check the AC filter of your car. It is located behind the dashboard area. Second you can try blowing some air from outside to AC vent with the help of blower. Lastly visit hyundai service center, they will remove the entire front part of your car, then will diagnose it.

@@studywithme3082 okay I got it. If you press rear button, then rear defogger will on. You will notice some red lines on rear windshield, they are rear defogger. Useful in winter conditions and rainy conditions, when there is fog on rear windshield. Those lines start getting hot and melt the frost.
