Why not just use accounts for cost center boundaries and also if some cost centers need multiple accounts (dev/test/prod,etc..) use cost categories to aggregate. This would provide high level of autonomy within different departments/business units.
The content is good but the 1st speaker is not. too much hereabouts and bad sound, I expect better professionalism from AWS. Second lady speaker was good
