It's actually cycling though the textures dan. Not "colors". There's only one texture for wolfs/dogs. So that's why it doesn't work on it.

I think the reason why some mobs didn't change colour is because they technically didn't change colour, but the texture of their other versions is changing, like the axolotl changing texture of the other biome versions of it
