congratulations in Japanese is コングラチュレーション (kongurachure-shon). Katakana have many ways to be input by a keyboard. チュ (chu) can be inputted as "tu" and ション (shon) as "syon". Pekora is mixing her knowledge of English by spelling it in English in the beginning, but she probably couldn't figure out how to spell the rest, so she decided to just spell the rest in romaji (latin characters representing romanized Japanese).
