Yes this is a fair point, they were ordered and then cancelled after the WNT. Similar to Amagi and the Akagi/Kaga conversions. These "ordered" ships are a hard classification since they were never built. However, most people define "paper" ships as one created as an idea by WOWS.

No gacha UR has been permanently added yet, but for SRs it typically works with one rerun and then permanent addition over the course of 3 years. Best of luck on your pulls this event.
Im curious as to why you're not a fan of some of the more revealing skins/artwork? Like, I get it 100% for all the frwaking lolicon boats, but I dont get it for Unzen, Kashino, Shinano, etc.
I don't like lewd for lewd's sake. I can appreciate a cultured skin that's well crafted. However, I don't particularly like when a whole event is just made more horny for $ regardless of character or event theme.
So data mines need the .apk files to deconstruct. The first time these are available are from the CN update on Bilibili. So tonight we will start working on getting that into a readable format. Then in the wee hours of the morning tomorrow I will work on the video. A ship that was never built in real life. Normally they are ships that WOWS makes up as possible in the plans of to be crafted ships during the time period (but were cancelled for one reason or another). Hence they only lived as a ship on the "paper" plans.
It looks like both Unzen & Zaou are based on same obscure design. Zaou is Wargaming's interpretation while Unzen is Yostar's interpretation. We'll likely get PR Zaou eventually once they add T11 heavy for Japan.
