In L.A street culture, Black's and Mexicans influenced each other, and both sides adopted ideas from the other. So it's hard to say who did what first. But I'm fairly certain it was Chicano's who FIRST started low riding in California. But the zoot suits were definitely first worn by Black male entertainers/performers in the 1920's
