She would be charged regardless of whether she gave a command or not. She’s responsible for his actions, especially when bringing him to the scene in which he did said crime: you literally enabled him. There are tons of cases to show how this should or will go. Parent leaves guns available or not locked up; kid gets gun and shoots someone, the parents are then charged for negligence etc.
