That's its inner eyelid, a clear membrane that protects the eye from direct contact with the water. It also gives it a sheen that looks like it's coated with tears, while on land they continually secrete a tear-like substance that coats their eyes and prevents damage from the cold. Also making it look like they're crying.

Jesus dude. This guy posted a video of some seals, you can't blame him for what the government is doing. People over there are, for the most part, just trying to live their lives like everyone else (and maybe dodge the draft).
