but what can I do if it's saying "DiskPart has encountered an error: A device which does not exist was specified. See the System Event Log for more information." ?
If it doesn’t respond for a long time, see if it reacts better on a different usb port, also ensure that there is no anti virus or anything blocking write access. I have seen behaviour like this before. Although it is possible, that the stick is actually not properly working anymore and thus gets stuck but first i would recommend to try to format it then from a different computer

Would have been nicer if you zoomed in. Open CMD in admin diskpart list disk select Disk # clean convert gpt create partition primary Format from MyComputer/This PC
create partition primary gives me a menu of options (basic, dynamic, gpt, mbr), when I select one of those i get another menu of about 20 options. please advise.
Try to use Ventoy to prepare your USB stick instead of Etcher. With Ventoy once the stick is prepared you just copy the entire ISO file onto it and at boot you select which ISO you want to use
Have you tested this method with ssd's? I mean I would assume it would work just the same as flash drive and ssd's are essentially the same thing but I'm looking to see if it's actually been tested. Thanks

But for now I hope this helps: Plug your USB stick in > Disk Utility > on the left side locate your USB stick > now in the top menu View > show all devices > now the name of your USB stick should be shown below the manufacturer name > click on manufacturer name > erase > rename stick > select exFAT as format > GUID partition scheme
