I can honestly say he is not cheating, It's because of his pc I got that same problem with my pc as well buddy. Me my self have that same issue sometimes while driving, my game just lag and then I went under ground and come back on the road not everybody as a good quality pc brother. Some of us have very bad pc but we still play this server for fun and enjoyment buddy.
