In the 00s employers were fined if they hired illegals. But it never stopped them. I worked for a company owned by Indians that hired mostly illegal hispanics and paid them under the table. The fine out weighs the money they save in the long run. Now its encouraged to replace citizens with illegals to work.
Employers can make employees keep cell phones off the work floor(breakroom, locker ect) then schools should definitely be able to take access away during classes. Personally i think all students should have to place their phones with the teachers at each class, only permit them between classes and lunch.
