Water comes from condensator...but where does steam come from

I have seen pump station for pumping water from ground level up the hill , pump operate at pressure of 900 meter and pump 54 liter per sec. There is a dearator unit on the pump suction side put no one from operation give a clear answer on why they need deaeration system . The pump station in operation since 1983 Any idea why do we need it o the system
