It follows that there wouldn’t be any action taken to punish the US for a war crime if the weapon was decommissioned before said action could be taken.

15:22 fun fact, the US is actually replacing the m4 with a rifle that uses a bigger round now. The logic being a bigger round to get through the better body armor a modern military (china) would possibly use. Which is fine it's just now we're going to be using a different round then everyone else, and all the is made in Germany I think, because they have the rifle and ammo patient. That said it's just the army, no other branch has chosen to adopt it. As for military competence from the government/ logistics it's more the troops are really good at stumbling through the bs in the system.

These systems youre describing with gyroscopes and recoil dampening devices do exist but they are usually too heavy/awkward to make useful for an individual infantryman forced to carry it around. You will find most of these systems in stationary emplacements or vehicle mounts. The 8 barreled "Minigun" mounted on vehicles shoots a scary amount of .308 rounds per second while maintaining its high level of accuracy, a system called the CWIS uses a computer assisted minigun to shoot down incoming projectiles on Naval ships. As far back as WW1 there have been mounts for machine guns which allow the gun to slide back and forward in place, compensating recoil in order to maintain long periods of accurate fire.
