Hits detonate the missile and do damage. If you run out of fuel, the missile will still detonate but only does explosive damage about 30% of the time. Unfortunately the tgm (and other impact based explosives for that matter) is balanced very weirdly. It does a max of 27 damage to vehicles, with 26 of those damage points coming from the impact. The blast radius is about 2-3 meters which is basically nothing. Side note to clarify what you saw in the video, the hitbox desync on my platform is terrible so I have to intentionally "miss" whatever aircraft I'm aiming at in order to hit where it actually is. What I see isn't the true position of the vehicle. More info in the description if you're interested.
