Looks like the Beeb was short on clear film leaders, so they just slapped in a random piece of actual film they found on the floor of the editing suite in the Television Centre. Turns out it was a negative of some different show. I have a hunch it is actually an internegative, as it seems to be already synced with sound, so a step after synching and colour grading but also a step before the final release print.
