Using Wind Step is I-Frame that is generous for duration so by using MM he keeps his ranger in the same spot as the skill is executed instead of propelling himself forward, the Drak responds by going to where he expects Flannels to of just vacated instead Flannels can immediately grab (so long as the skill isn't i-frame ofc)

Your build will reflect your current gear score, if you're highly geared a hybrid build is used, with evasion currently popular, although DR could also have potential. Yes but atm I'm on c10 muskans I used my first flame to make DR shoes and need a second to make Evasion shoes. You need a ton of gear to make Evasion work and its rough these days tbh I'd recommend people to go DR as it's easier to build, better in pve, and works well if you swap to succ for large scale PvP.
