I cannot give you a specific answer to this as it is the Nursing Council of New Zealand who makes this decisions though I know that there are cases wherein they have considered some health care assistants or caregivers (based in NZ) who are international qualified nurses to take the CAP course despite their last clinical practice being more than 5 years ago.
