It's not that they can't define it. They absolutely can. They just can't define it in a way that supports their world view. Or doesn't make them look like a complete monster for hating it. If they defined it as they should... they are basically saying they hate empathy. That's not a good look, so they don't ever willingly define it at all. That gives the term this "boogie man" effect to those already want to hate "the libs".
