As the previous comment said, yes they are, they are automatically qualified every year because they won the Inspire award at world's back in early 2010's which makes them immediately qualified to play at world's.
Fun fact: Alliance #1 consisting of The Hawaiian Kids (359), The Millennium Falcons (3647), and The Wild Raccoons (8891) were scared of Alliance #6 The Greybots (973), Crusaders (4270) and The Iron Kodiaks (my team 5137)
