I think there are homes accross and bellow. It will sure take some time. Is this the slide they have been working on since beginning of January? Hard work for sure.
If that is how they are removing the slide material, one small scoop at a time, it is not surprising how long it is taking to get the road back open again. When the tunnel approach to the Bay Bridge was blocked by a slide in the same winter storm, is this the procedure used?
If that was a private project and the inspector saw you washing the mud down your concrete driveway down with water they would red tag your job and give you a ticket for silting up the local creek of stream. Oh well....
The neighbors should put some money towards some type of retaining walls for a couple of spots to start with and then expect the worst and hope for the best
