The Government of Rwanda places a high premium on the development of human capital with the necessary knowledge and skills, as a vehicle for social economic development. In order to transform Rwanda into a knowledge-based economy, the National Strategy for Transformation I (NST 1) have set a target for TVET to absorb 60% of all 9 Years Basic Education graduates by 2024 (from 31.1% in 2017). Moreover, TVET will play a key role in creation of 1,500,000 (over 214,000 annually) decent and productive jobs for economic development by 2024.
