Every place on earth is subject to something.....hurricanes, tornadoes, earthquakes, fault lines, landslides, extensive heat or blizzards, wild fires....maybe they decided they'd rather deal with earthquakes as the lesser of greater evils. Maybe they prefer it over crime infested cities. It's a personal choice.
