@soubhagyachandan don't have any kids, sorry but no idea about schooling, but yes housing area and other amenities have got a lot of idea in past 3-5 months.
I find it very strange that you start with Brussels... No Belgian with a right mind wants to live there, but I can see how it would appeal to expats so that they can find their culture in a foreign country. But please, if you recommend a place like Brussels, be more specific about the towns/parts of the city. If you move here and end up in Schaarbeek or St.-Jans- Molenbeek you're not going to have a good time...
well, she prefaced this as most important for 'families' not expats, which makes it even worse advice. I'm looking for somewhere that's safe for my children, that is my #1 priority

nice idea and nice comment. I always propose people to get only minimum clothes and buy them from stores in Belgium - this way you always stay in sync with fashion here. there is a huge range from cheap to very expensive stores! but you must get Indian traditional clothes from India itself ;) I'll try to make video on your suggestion. I can't promise - but pakka I'll try :)
EU Blue Card (or I suppose its called H card in Bel?) offers reunification visa for immediate family members, visa should be applied for at the same time.
How long it takes to get a dependant visa for spouse and child, once I got the work permit? How long we can keep our parents with as dependants in Belgium?
Right now dependants processing is taking time - apprx 4 months atleast. Your parents can stay with you upto 3 months(first visit), and its a separate process to invite parents.
