As someone who came to USA from Ukraine I was so surprised that I have to pay for hotspot and that's a kinda premium features that goes separately from your mobile plan. That's wild man. The country created Internet sucks at it so much...
Also check in your area who is dominating the city or area you live in between Verizon and ATT because I live in Houston and I rarely once in a blue moon come across on someone using ATT and Verizon and T mobile have a lot of towers here but Verizon as best signal over all.

Kind of surprised that you did not mention the new plan that just rolled out for mint Mobile? I just upgraded and got 60 GB of high speed data and it comes with 20 GB of hotspot I actually thought that that was a really good plan and it only went up $10 a month on my unlimited
I have visible. I’m paying 15/mo. That price is temporary but for an entire year. Will hotspot my daughter’s iPad in the car. The 5 mpbs has always been enough speed to stream a show. Down side, you are deprioritized if cellular traffic is busy. So what I do is toggle up to the more expensive plan if needed. The. Toggle back down to the 15/mo plan.
AT&T does have(I Think) a $30 Stand-Alone plan for $30 dollars a month if you create a business account...can't find it on their website and store associates won't know/or/tell you about it, you will have to call their business department to know for sure.
