I am not sure but I will prioritise Frozen Arrow since am trying my best to learn Queen Charges tho my queen goes to oblivion everytime 💀 Fireball really is for the core like if you directly plan to go to core with heavy fire or something Fireball or Heal Tome should be paired with Eternal Tome.I think Frozen Arrow since it's pretty good in all over because I do queen charge but fireball get's super good value I think after lvl15 (I have only lvl11 rn)
