Early game you will have cars stronger than troops, late game not but as I said you don't need to listen people saying cars don't make damage. They do it's up to you to find out if your cars are stronger than lower tier troops. And cars are always better than no troops if you can not fill the rally.
Each time a squad receive a basic attack that squad will fight back with a counter attack. The squad counter damage increases the counter attack damage.
