To be completely honest Cozy is probably the smartest evil villain in the whole series, She managed to collect all of the magic BY her self and remember she is a child. I bet that she is going to be manipulate the other two. the others are just useless without magic and armies. there just kinda there but she is extremely intelligent. ( I also think there gonna accidentally reform themselves )
I think Discord is the smartest because he manages to manipulate everyone in Equestria and manages to actually take over for an entire episode. Tirek is also smarter than Cozy Glow because he’s the one who taught her how to manipulate everyone in the first place.
