No the United States Constitution does not say that any State may make payments in "gold, silver or Dollars" - the Constitution, Article One - Section Eight, says that no State may make anything other than gold or silver legal tender (no mention of fiat or paper Dollars). "Not worth a Continental" (the paper money of the War of Independence) was what the Constitution was supposed to prevent.
