No it means that they will only allow 2,500 people to apply for asylum each day. They can still be refused entry through the application process, just that this will now control the amount of people in detention centres.

Our border, our country remaining stable for our future children's generations should be most important, allowing thousands per day isn't fixing anything. The average housing waitlist is about 2-5 years, in San Diego it is now 12-15 YEARS to wait for any housing assistance if you are homeless, disabled, veteran, etc. It is that way because all of these people coming illegally get aid first. Then the wait list gets longer and longer for people really suffering and the homeless population grows. It's so sad what's happening here.
