During one of my visits to the community of former BIFF rebels, Commander Sindatok Delna, expressed his willingness to join the mainstream society by participating in the electoral process. He was one of the 38 former enemy combatants who voluntarily surrendered to me after a lengthy negotiation that lasted about a year, paving the way for the gradual normalization of the armed conflict-affected areas in Maguindanao.
