The grades (numerical values) are just arbitrary numbers. Not all grades are equal. It's evident in the inconsistency in grading and with different graders. Some 4's look just as good as a 6, and 5's can have better eye appeal than a 7. That's why the saying goes. ''Buy the card not the grade.''
