I think in the uk only the clubs and panini uk can sell trading cards to the fans that’s why you see club sets from Topps etc and the odd score set

You can get them but it will be from box break companies in the UK that mark up the price. Unless you can get them on release from the Panini site.

I hate that they did this. They're trying to appeal to the hobbyists by not devaluing the hobby base by mass producing it for retail. While also trying to appeal to those who mostly buy retail, by giving them the appearance of getting something special, while still overproducing it. Same as they did with Select basketball.
