NBE is suffering because of NTA. NBE was confident of conducting the exam. But the government chickened out thinking NBE is same as NTA. NBE cannot do anything if Health ministry postpones the exam. I don't think the decision to postpone the exam was taken by NBE.

Simple do it like.. What they do with yearly budget.

Select from a large pool of questions for each subject. Should be based on a software algorithm and 200 questions should be randomly selected by the system (based on a blueprints) only 5 mins before the start of exams. Also, You can keep changing the question pool every year. There are sufficient resources in the country to do it. It’s no big deal. Everyone will be blinded including NBE as far as what questions are gonna come. Declare at least the scores alone immediately after the exam. IMO - very difficult to do malpractice with this.
