I don't think Flamengo will have a new stadium by 2028, maybe around the 2030's. The bureaucracy around the land Flamengo wants to build its new stadium is quite complex, and solving it will take some time. But with the team financial situation being quite good I believe the stadium will be built, and perhaps it's going to be even larger.
