Definitely true, although be careful not to optimize prematurely - partitioning a tiny table can actually decrease performance. But as data and costs grow, partitioning with an appropriate key is essential.
This is a side effect of using a columnar database that bites a lot of people coming from a relational database background. Incidentally, BigQuery has improved the performance of LIMIT since we posted this video.
