I prefer to not look at the partner the entire dance. Note when he does send outs or transitional movements to other parts of the floors, he is looking where he is going, and when he gets there he looks where he will be sending his partner. He does look at his partner once he is where he wants to be on the floor. One of the most important things to having successful dances is for your partner to feel safe and comfortable. If you focus too much on your partner you no longer can take in your surroundings, and it is more risky to the follower.
