I have zero problem with people getting fined for littering. If the officer wasn't there they wouldn't have picked it up so I will lose no sleep over the fine they got.
The Byelaw was changed to include leaving it, because these thugs were issuing tickets to people who accidently dropped items. They are meant ask people to pick up the item, first!

Claiming they do not have to give you an opportunity to pick up the litter before issuing a ticket is Fraud by False Misrepresentation, as it is misrepresentation of a matter of law, which is an offence in itself.

If the council was actually concerned about litter, they'd employ someone to sweep the streets, but they don't because they make more money from fines.

What's truly disgusting about this is that bins and cleaning services have been cut or removed the streets are dirty and our council tax is paying for licensed theivery. And 'law' enforcement is being corporatised and privatised along with our public spaces. Dangerous times imo.

Yep, not a lot of sympathy, the smokers have probably thrown thousands of butts on the ground over the years. Only picking one up if they get caught means they will keep doing it. If they are thick enough to do it, then I see no reason to educate them about how to avoid the fine. Maybe change the law so you can avoid a fine if you pick up 50 butts while they watch you.

hi guys and gals , here is the law : if you drop any litter and you are questioned about it PICK IT UP the offence of littering is not commited as clearly stated in the law , the offence is to knowingly TO LEAVE IT ....i have found my self in this very situation and i took the case to court , ALL THE WAY and i WON THE CASE LEAVING THE LITTER MONITORING COMPANY WITH A HUGE BILL OF OVER AT LEAST OVER £ 50.000. AB is totally correct in what he is saying in fact there have been numberous cases thrown out by courts because litter monitoring companies have ABUSED THE LAW

They have no legal powers to detain or take detains from the public. You can simply walk away. By fining you They are coercing you into an out of court settlement with a private company, which is unlawful.
